By signing this pledge, I support making multinational corporations and wealthy individuals pay their share of tax, and commit to advocating for EU policies that promote:

  • Transparency rules for all large multinational corporations through public country by country reporting to let citizens see where multinational corporations have business activity, and what they pay in tax in each country they operate in;
  • Progressive environmental taxes that deliver on nature and climate protection, contribute to a just transition and reduce inequalities within and between countries. This should respect that environmentally harmful activities should be regulated with the most effective measures, including non-tax measures;
  • Cooperation at the EU level to promote taxation of high-net worth individuals, including through taxes on wealth and capital gains;
  • Fair, progressive and gender responsive tax systems, and an end to harmful tax practices, tax havens and the race to the bottom. This includes tax systems guided by impact assessments to ensure tax policies do not have negative impacts on gender equality or developing countries;
  • EU support for an inclusive and transparent global tax reform through a United Nations Framework Convention on International Tax Cooperation where all countries can participate on an equal footing. These reforms should include:
    • Replacing the outdated corporate tax system with a system that treats each multinational corporation as one entity for tax purposes and allocates taxing rights based on the level of value creation and economic activity that the corporation has in each country. This system should include a minimum effective corporate tax rate and avoid mechanisms that can be abused by multinational corporations to dodge taxes;
    • Promotion of a fair and effective global tax system that fully takes into account the realities and priorities of developing countries.
